Scottie D. Nguyen, BSCE – ENGINEER (CIVIL)

Mr. Nguyen received his Bachelor’s Degree in Civil Engineering from San Diego State University. During the beginning of his engineering career, he worked for County of San Diego, Traylor Pacific, Caltrans, and Dokken Engineering. He performed as a full time Engineer for Dokken Engineering, where he specialized in geometric, drainage design, and floodplain studies. Mr. Nguyen returned to Caltrans as a field engineer – structural construction for over 13 years and served as a Project Management Assistant for a $6 billion corridor project.

Si Phan, MSCE, PMP, EIT, QSD/P

Project Manager

Mr. Phan received his Master’s degree in Civil Engineering  with Cum Laude honors from San Diego State University. Si employed with various municipalities including City of San Diego, County of San Diego, and City of Poway prior to joining our team

Si used to work on private land development project such as the $2 Billion Civita Park project, and CIP projects.

Steve D. Nguyen

Mr. Nguyen had a strong background in retail management so when he transitioned to construction, leading a team became very natural. Possessing a cautious and meticulous approach, Nguyen specializes and thrives in residential construction, store builds, slab-on-grade foundation system, timber and metal framing. He currently leads his field staff to bring difficult projects to completion.

Phe Bach, Ed.D.

Northern California Liaison

Dr. Phe received his Bachelor’s in Biology from the University of Nebraska – Lincoln, he then pursued the Ph.D. program in Bio-organic Chemistry and holds a Teaching Credential at UC Davis. Additionally, he earned his Master’s in Educational Leadership and Policy Studies at California State University Sacramento and a Doctoral Degree in Educational Leadership and Management from Drexel University, with a concentration in Human Resources Development. Dr. Phe teaches Chemistry at Mira Loma High School in Sacramento.

Furthermore, Phe has facilitated a variety of workshop topics across the academic curriculum including educational pedagogy, management, educational leadership, mindfulness, and mental well-being.
